This usually means you are running the wrong nationality version of the patch.
What's your CD drive letter? There used to be a problem where unless the CD drive letter was set as first available letter the CD would not be found (ie if your HDD was C: and your CD D: then everything was fine, but for me with CD set to Z: it would fail). This was apparently a bug caused by the copy protection of the game, maybe it's been reintroduced in 1.10.
