I was playing on Normal difficulty and auto saving every month. When the Anschluss took place I let it auto save on June 1, 1938 and then exited the game. When I reload the game the Anschluss hasn't taken place and doesn't happen (well at least for the few months I let it go).

Is there a random factor involved here? I can't figure out how to salvage the situation without starting over again.

yes, there are factors involved in most events where territory is "given" away. Austria can choose not to give in, checkoslovakia can choose not to give in to the munich treaty, poland can give in and give up danzig, and so on.

but i dont know the excact criteria involved.

you should never depend on auto saves alone, if your gonna quit anyway, make a regular one
 
Autosaves are usually just very brief to save the core data of the game and not the event details. (I think)
