I bought Victoria 3 recently, and I have been trying to use it through the launcher, but it hasn't showed up. What can I do? I have uninstalled the paradox launcher and reinstalled it, as well as re-linking my steam account.

The big launcher is for games bought through the Paradox store, not Steam. Just click the big green play button.
 
Yes, I don't believe this game ever had an edition made for the standalone Launcher platform. You need to run it from the Steam PLAY button.
