Problem with gouverment buildings - Administration - Port - Univercity - Forbidden City

Description​

In multiple playthroughs, government buildings in Beijing experience a critical hiring bug after a game reload or a major event (e.g., law change).

Affected Buildings:

Forbidden City – Cannot hire at all.
Government Administration – Stuck at ~10% employment.
Construction Sector – Cannot hire more than ~10%.
University – Very low employment, often under 10%.
Port – Employment stuck at 10%.
This causes bureaucracy shortages, Government Administration without employment, and an economic death spiral due to lack of tax collection. In 1 game civil war broke out and the ai kept spammin administration unable to fill. I you reduce the levels of building the working force will also scale down.
