Problem with launcher on City Skylines

Hi,

I apologize in advance for any mistakes, I am a non-English speaker and use Google Translate.
I also apologize if this subject has already been covered but searching in English documentation is complex for me.
I bought City Skyline (the first one) a few days ago on Steam. I use two computers. On the first no problem. On the second computer the launcher does not even launch.I don't have an error code, I see it as a task in the task manager but even if I leave the computer running for a long time nothing happens.
I have already tried several things found on the web: launch steam as administrator, launch the paradox launcher as administrator... Nothing happens.

It's slightly disappointing to pay for a game and not be able to play it because of a launcher external to Steam... Isn't there a method to avoid the paradox launcher? If not what to do?
I should point out that I also own Prison Architect and that for this game, no problem, it works from Steam on all my computers.

You can bypass the launcher by following these instructions:

Download the attached cities.bat.zip file
extract from it cities.bat
Place the .bat file in your game's Steam folder (In the same place as your cities.exe)
Right click the game in your Steam library
Go to properties
Select Launch Options
Copy and Paste cities.bat %command% into the input box
X out of that screen
Run the game
