So let's say the Tullys rebel against me. I crush the rebellion, revoke the Riverlands, and give it to the Blackwoods. However, Riverrun will still have it's ridiculously high levy. The Blackwoods and I will now have to spend the rest of eternity fighting off the Tullys because their levy easily crushes whatever the Blackwoods ever have. From what I remember, Riverrun's levy is actually closer to something like a thousand at most. How can you fix former ruling houses still having ridiculous levies despite the fact that they shouldn't?

It's called a "Huge _____ Fortress" for a reason. You'd kind of expect that they would have a large levy with them. Compared to the "Small ___ Castle" Raventree Hall is. My suggestion, wait for them to revolt again, order them to stop fighting, if the Tullys hate you enough, they will ignore the order. Then you can name whoever the Tully is that controls Riverrun as a traitor then imprison him, and revoke his title as lord of Riverrun.

No, I'm saying canonically the power of Riverrun comes from the Tully vassals instead of the castle itself. The castle only has a garrison of around 300 in the books/show, and the levy varies based on the amount of freeriders and sellswords and glory-seekers join any particular side. I think that the high levy could represent freeriders and glory-seekers, but those should go to the new Lord Paramount whenever they gain the region.

Riverrun might not be as sprawling as Winterfell's castle complex or as massive as Storms End, but it's still one of the most impressive 'normal' keeps in Westeros. Compare Riverrun's thick three-sided sandstone walls and secure inner structure to Raventree Hall's ancient stone walls and wooden central keep.
 
If you want Game of Thrones canon in a game, this is not the one for it. We have submods that can have a castle have a garrison the population of The North entirely (Flamequeen's Building Submod), or if you feel like not having that, a fully improved castle can have a levy of 10k. The castle sizes in this game only represent the power of the family in itself. The Starks, Durrandons/Baratheons, Lannister, Targaryens. Gardners/Tyrells are all powerful houses, so they should get a castle that represents that. Think of this, if Riverrun was given a level 2 per say, to represent it's actual size, they would face constant revolts because faction power would massively outnumber the mere levy Riverrun had her direct vassals has to offer. If you feel like changing it, go into the province file in the mod folder, then delete the keep levels you want, and see how it goes.

What I'm saying is that perhaps the current lord paramount of the area should get a "palace" building or something that gives them all those troops and the no longer lord paramounts lose it. It's frankly just annoying to see Riverrun still being ultra-powerful even though it shouldn't.

But Riverrun should be powerful - or at least, more powerful than any other holding in the Riverlands. Excepting Harrenhal, it's the largest castle in the region, the lands around it are rich and it's a major trade nexus. Holding the Riverlands without holding Riverrun should be difficult, like holding the Reach without Highgarden.

One could argue that the Hightowers could hold the reach without Highgarden, and maybe even the Redwynes or Tarlys. But that's not the point, I'm saying that they are strong castles, just too overpowered. This extends to all the major castles(Pyke, Casterly Rock, etc.). It just doesn't make sense for them to stay as strong as they do when they don't hold the region. Hell, the Eyrie looks nice and can't be assaulted, but without their vassals the Arryns would only have a few soldiers and a nice castle. (Btw not shit-talking the Arryns, they are my favorite major house, just presenting my point.)
