Problem with moving pops into Manavia

hello guys I have a (name of the thread), I controll all of Albion (except for Manavia), I have port in the Votadinia, but when I click on the Manavia and click on move pop, I don't get a window that allows me to move the pops

Hmm, it seems (if I understand it correctly) that you have not colonised Manavia so you can't move any pops there since you do not own that area. You need to use the icon with the man and the donkey to colonise it first. That icon should be on the top of the screen in the general overview of the game or on the first "sheet" of the area of Manavia. It is the same procedure you did to colonise the rest of Britania.
