Problem with Patch 1.10 for EU I

I recently downloaded the EU patch v 1.10 but when I tried to install it I got a message saying "Europa Universalis is not installed on this computer". I've tried re-installing the game and putting the patch in the EU directory but it didn't seem to help. Incidentally, I'm using Windows XP, I bought the game in Australia and I'm using the UK patch (it occurs to me that I might need the North American patch, but I'm on holiday at the moment and can't check this now).
I was wondering also what changes are included and what bugs are fixed in this patch (compared to the unaltered game). I've been having a couple of problems with the game (eg. allies never enter into wars on my side regardless of how good my relations are with them, etc.).

You get a bunch of new scenarios, that is the only change I come to think off.

Look at the producer on your game disk to see which version you need.

And the changes from unaltered to 1.10 are legion - Too many to count. Badboy introduced, uncountable CtDs fixed (I really must reinstall the game, then I could list from the readme.txt)

Can I use patch 1.10 with IGC? I have 1.07b Cd-rom...and IGC works fine with that...

IIRC IGC 2.3 was made to be used just with 1.10 patch and no other
