Problem with vizier's balance of power during unrest phase

Description​

Hi!

During the unrest phase of the Iranian intermezzo, the vizier's balance of power is supposed to have a +25 bonus. You can see it in the other effects of the unrest phase.

However, it defaults to 40, as during the stabilization phase (cf. screenshot). If I understand correctly the mechanics, it should be 65 during the unrest phase.

Steps to reproduce​

Launch the game, appoint a vizier, check the balance of power equilibrium.

I second this! I was so excited about the Vizierate when I read the DDs but they are so bugged it's incredible! It's such a shame.
