I can't seem to build zones in any of the districts other than the city. The techs I need are not available. Is this a feature or a bug?

Iirc those require T2 techs, so you have to research six T1 techs before you can even start rolling them as research options, and research is slower right now. I've seen some people comment they got the techs around 50-70 years in, so depends on how your beta game is going.

I believe it's intended that you need to do more research to build taller, and deal with local deficits.
