The game was running just fine for me as of yesterday afternoon.
I updated by Nvidia graphics drivers last night to 436.48 which was released on october 1st and now my game is running at an absolute crawl. I had a crash to desktop when i tried loading the game after installing the new drivers. I also tried verifying the steam files to make sure there werent any issues there. I also tried loading multiple save files and they also had the same issues. i also tried starting a new campaign as well.
the only time my game lagged before was when elections were happening. Now it is about a 15 second response time for any kind of click or scroll.

I have fixed my own problem after messing around with settings. For whatever reason when I updated the drivers the game switched from using my GTX 1060 to using "microsoft basic render driver" So i switched back to the GTX in the settings menu and then restarted the game
