Problems with captured lizardmen holdings

Hello there, I have a problem, I started playing as Vaulkhar Volilosh of Sulpharets - a dark elf from the central lustria, when I capture the provinces of the lizardmen culture, the holdings of their culture no longer display buildings. My religion is Tzeentchian, my government is Chaos Host. The only thing that is displayed and that I can build is shipyard in tribe, in city, in temple, but for some reason not in citadel. I decided to play as other cultures and religions and capture the provinces of lizardmen culture and the same result. How can i fix it? Thank you in advance.

Certain racial buildings become completely inactive when held by another race (more strictly, culture, but much of time the racial trait is more overriding/defining who they are playing, a lizardman culture human can manage lizardman grouped buildings)

Lizardmen buildings and Nekharan provinces have the most explicit restrictions on this if that helps, but it is re-enabled when they are managed by vassals/characters of the correct culture. There's just not any guide for building condition (become inactive if X) like there is on great works (for instance Iron Rock GW doesn't come online unless the province is held by a Orc/Goblin, despite having some chaos/extra-racial related improvements)
