Who is the publisher of your game version, Their logo will be on the CD.

Try reinstalling the patch.

What happens when you installed, doid it look like it worked?
Did you reinstall to the Same folder or a different one?
Does you Computer maybe think your HOI2 is located in a different folder and still there?

That is for the version released by SF in the conquest pack, you will find a note about that in the sticky htread on the subject.
Paradox does not support that particular release you would need to contact SF for support.

I posted last week that i was having trouble with Europa Universalis II not playing, recently I reinstalled Hearts of Iron and ran into the same problem. Now, neither of the two games will start, they crash right after the intro videos load. I've uninstalled both and reinstalled them attempting to start both games without patches and then patched with the same result. Do you have any ideas on how I can go about fixing this problem. It must be a setting or something because I have played both games before on the computer I am currently on and I know the disks are working because I have loaded the games onto a laptop I have as well.

Rename the AVI folder to AVi_back and try it.
