Working with the folks at VIP, I may have discovered a problem with resources in the 1861 and later scenarios.
In VIP, we've instituted changes to resources in certain provinces. We modded this by using a resource_change file, instead of actually modding the province file. What resulted was that resources changed on the map, but resource production was not changed in the game. (A province changed from cattle to grain continued to produce cattle.)
Generalisimo indicates that the same approach was used in Victoria itself in regard to the 1861 scenario (and perhaps others). In which case, any resource changes to provinces may appear to have happened -- but production will not have been changed.
It appears it may be necessary to incorporate separate province files for each scenario.
