well, not stop actually. Playing as Prussia I take Rotterdam and Eindhoven from Netherlands (the two richest cities?), but Rotterdam factory I build produce nothing but it still get input, so I think it's a bug, then I sell it to Belgium and keep Eindhoven-Zeeland which work fine. But later I see my own reg factory in Holstein state (won from the Dane) factory don't produce any thing too while still consume inputs (efficience= 0 on ledger). Build another glass factory but eff the same zero. Then I check if Holstein pop is good for RGO. To my surprise the RGO there procedure 0 amount! Save and load don't fix this. I have these from the save file in case someone can help me, otherwise the Holstein pops are only good for dying as soldiers now! Thanks!
