Program not responding on install?

When trying to install the game, on a brand new dell my friend has, it will just freeze and simply say, PROGRAM NOT RESPONDING. we've tried two different discs now and still to no avail! What's goin on? The computer like i said is brand new, it meets all the specs and has worked flawlessly.

Does the CD-ROM drive get really noisy? My friend had a similar problem where the program wouldn't install and the drive just spun the disc really fast when you clicked on install. After putting it in his other cd-rom drive he found it worked fine for some reason.

Some CD-rom Drives have conflicts with install shield.
Try copying the whole CD to the HD and install from there.
