If a room that has a program take place in it (ex. Workshop, Kitchen, Classroom, Chapel, Common Room etc) is set to custom deployment (ex. Minimum Security+Protective Custody only, Medium Security+Maximum Security only, Minimum Security+Maximum Security only etc), then the program scheduling hours are always set according to the Medium Security regime, regardless of the custom deployment to the room. For example, if a classroom is set to allow access only to Minimum Security+Protective Custody only, and you want to conduct a Foundation Education program in that classroom, then the available hours are based on the Medium Security regime, not the Minimum Security or Protective Custody regime. So if your Minimum Security and Protective Custody prisoners have working hours from 2-5 PM and your Medium security prisoners have working hours from 9 AM-12 PM, then you can only schedule the program from 9 AM-12 PM, even though that is not the working hours for your Minimum Security or Protective Custody prisoners. This is true for all custom deployments in all rooms with programs, so if you set your workshop access to Medium security+Maximum Security prisoners only, then you can only conduct Workshop Training Programs during Medium Security working hours. Every time, the available hours for programs are set to Medium Security working hours, even if the room isn't accessible to Medium Security prisoners.
