when I apply a spy to do propaganda on a country I have a spy network in, the agents in quiet network and build network missions get removed and the network fades

This has never happened to me. One (or more) agent builds or keeps quiet a network, another one (or more) does missions, like propaganda. However, the same agent who is keeping a quiet network cannot do operations at the same time while keeping up the network, or then the network will fade away.

It works correctly. You can only spread propaganda where you have a network. The higher the network and his expansion, the better the propaganda effectiveness. The moment you set the agent to propaganda, the network is reactivated, and the one who was supposed to keep quiet is sent home. But since there's no one left to actively keep the network running, I think it loses about 2 points per day. Better first reactivat the network and then sent the other for propaganda.

Propaganda is also rather pointless. Is has a max value from 20 or 25! If the enemy has a party value above 80 and the country is larger than you can cover with the network, you don't achieve any real effect. Furthermore, propaganda, along with ideological promotion, is associated with the highest prison and kill rates of all types of espionage.

Propaganda and ideological promotion are both visible activities also IRL, so a spy doing those missions really shall have higher risk of being captured than a spy in a more secretive mission.
