Province control problem
I'm currently playing as Turkey(part of the Axis alliance) and am encountering numerous difficulties. I've conquered all of what is now Syria, Iraq, Lebanon, Palestine, Jordan and Israel, and have "liberated" those countries, mostly because my supply situation becomes much easier if I don't have to take ages to build up province infrastructure for every enemy province taken, as supply effiiciency of those provinces improves once I hand over the relevant controlled provinces to those new nations.
However, I'm currently unable to hand over Kuweit City to Iraq. Iraq historically controlled Kuweit/Kuwait, so I should have been able to hand over that particular province to Iraq, as it's now part of my/Germany's Axis alliance, nor am I able to hand over my other captured provinces east of the Egypt back to Jordan or Palestine, let alone Israel. In fact every single time I've checked the "Open negotiations" option on the Diplomacy screen, I have never once encountered a province's name under the "Province" heading that I was able to trade off for anything else - I can only hand over divisions, blueprints or resources. As I understand it, from the official booklet, I am, in theory, allowed to hand over any province I like to any other country within my alliance as long as it is a non-national one, so that any province or areas of provinces outside Turkey proper, such as Kuweit City/Suez etc., should be able to be handed over without problems. Yet this doesn't appear to be the case at all.The AI doesn't even allow me to "liberate" a new puppet regime of Kuweit, either. The result is that I can barely keep down IC etc. costs because I have to waste time spending money on building up the infrastructure of five or six unwanted provinces far away from Turkey which means I can't expand further until all province infrastructure is permanently upgraded.
I thought of using cheat-codes like "acceptall" and using the "Sue for Peace" option but the AI would only allow me to give control of Kuweit etc. to the country whose military units occupied it in the first place(ie Turkey, not Iraq),. This does seem rather ridiculous as it means that I have Turkish provinces a dozen provinces away from Turkey proper, which I can't shove off onto other allied nations within the Axis.
Anyone know how might I be able to force the donation of Kuweit City etc. provinces to various allied countries in the Middle-East within my Axis alliance? I thought of using the Scenario editor, but have no idea how to go about it, as the editor appeared to be incomprehensible and not useful in that regard. If handing over province control to another country isn't at all possible in those circumstances, I'd like to suggest that CORE allows some sort of alteration in order to either liberate more countries, such as Kuweit City/Kuwait, or to allow the handing over of any nonnational provinces at will between members of the same alliance.
