So, I finally decided to purchase and register Rome Gold, and remembered the thing I disliked the most about the first time I installed Vae Victis, namely, the way that the provinces in a region all get lumped together with just one governor. I was thinking about that, and then I remembered that this was: A) A Paradox Interactive Game, and thus heavily modifiable to improve what's already an excellent product, and B) A game with a large modbase already in existence. So, I was wondering if there is a mod out there that restores the way provinces were governed in the first release, or (even better) if there's a text file I can modify to do that, or, of course, both?
 
How did it work previously in the first release? Did there use to be a governor for each province?

Yup. However they could not declare independence or really cause any noticeable trouble most of the time, so the disloyal governors could mostly be ignored.

The closest one can get with Vae Victis would make every province part of a one-province region. Lot of work required to do it, but possible.
 
They changed it because large empires would run out of characters to place as governors, and because, historically, the Romans would put one individual, a preator, propreator or proconsul, in charge of areas that encompass several game provinces.
