Province is not a forest

The province named Baoding in China appears and is coloured as a plain. However, when I attacked it, I suffered a -30 malus for Forest.

I guess it is a bug or I really misunderstood something...

It happens with all plains-terrain type provinces in the game. Just to let you know in case you didn't notice.
