Is there a province roster available anywhere that gives names to the numbers that appear in the scenario files? That's one of the biggest impediments to doing an alternate history scenario where alot of details would have to be changed.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
The file province.csv lists all the provinces with their numbers, although not in a handy list. You could make your own list from that though.
