The game indicates when provinces revolt that if you ignore it, it may result in independence. Does this mean that any province in the entire game can declare independence? (How many flags does the game have?)
And if this is not the case, what happens if you ignore the revolt in a province that cannot declare independence? For example, I recently had a revolt in Tangiers (as Portugal). If I ignore the revolt, will they declare the sovereign Republic of Tangiers? More logically, they might wish to attach themselves to Morocco, but I'm not sure if the game allows that.
 
Nope, there's a limited umber of countries that can appear (see revolt.txt in the db folder). Tangiers is not one of them. Provinces also can't join other countries. They just stay under rebel control then.
 
You can see that rebels don't do very much by looking at the "detached" provinces AI countries often end up with. In my previous game, my Austrian allies managed to get Volgograd in a peace settlement with one of the Khanates. "Austrian Volgaland" rebelled and the town was taken a few years later. The Austrians couldn't get at it to reconquer, as it's landlocked and surrounded by the territory of other countries.

The rebels held it for almost fifty years, until the Swedes temporarily conquered it in a later war, at which point it reverted to Austrian control when peace was concluded.

So unless it's a "special" province, it's only a de facto independent country that just sits there, not an actual autonomous force.

But on the other hand France almoust always conquers Milan early in the game, they rebel again and gain independance, because France just can't get to them.

Most likely capital provinces of former contries and some special countries (Ireland, Ukraine, Aragon etc) will revolt, but if some backwater not important province rebels, they will most certainly not gain independance.
 
That happened in my GC, but the French were able to re-take it because of having pinched the Tyrol from Austria. 300 ducats and five diplomats down the pan, because I wasn't able to help them defend themselves *G*
