Newest Update For PS4 March 14, 2018:

Got the latest update aka "Content Pack Creator" update with "Match Day" update for the Playstation 4 Console. (American Region).

As you play the game, its all fine and dandy until you open any kind of "info" for any tool.

Such as; Curver Tool options, City Info, Coty Budget, Map Views, Polices, or anything containing action with the R3 Button Pressed in or any Menu Options to edit road selects, building options, city options. Aka "Triangle Button" I believe it is to open menus and options.

Doing any kind of action causes the screen to go from a 0 point contrast to immediatley a level 100 contrast making it impossible to see what your doing in some areas or even see land level differences. It goes from Earth to Mercury in other words. Ha ha ha.

There is a solution fix temporarily and a suggestion for all PS4 USERS:

If you save your map, quit to main screen and restart your map. It gets annoying but it gets rid of the brightness until you open a info or menu again. Give or take you have to do this everytime but its a fix until the patch is updated or fixed.

I am experiencing this exact same problem, it is very annoying and makes the game almost unplayable.
I would love to see some sort of response from support about this issue. The constant reloading of the game in order to temporarily reset the screen is a pain in the butt.
I have been reluctant to use any tool for the fear my screen will glare up again.
I sincerely hope this is fixed very soon.
 
I can confirm that this does happen EVERY single time the game saves. It's to the point now where i just turned off autosave and save manually every so often. But then of course when I save manually I have to go back out into the main menu and reload my game to fix the issue. It's a pretty big game breaking issue. Did the QA team that tested the patch never save their game throughout testing? This needs to be fixed ASAP!
 
I'm also having this issue on my PS4 Pro (Germany). Mostly after using info views or a confirmation window shows up brightness goes to awful-maxium-mode. Really not nice to play the game when this happens. And since the last update mentioned above it happens every time i play. Second issue is the noticable lack of performance also reported by other users. The whole game runs tremendously slower. Especially in areas with high traffic. I have definitely not seen this in the version before. It would be great if a patch will be provided soon to fix these issues. Thanks a lot!
 
Joined this forum just to post on the ongoing bugs in the PS4 version 3.0. Immediately noticed the contrast bug upon updating (others are correct, it happens when opening menus or saving, and only quitting out gets the colors back to normal). The other bugs I've encountered and that are almost game-breaking are menu items not loading correctly or at all, building textures not loading in time (low-res textures stay on screen for 5 seconds or more before the hi-res get loaded in), and the most aggravating, constant stutters and framerate drops that were never encountered in previous versions. Please don't have us wait another couple months for another update, this needs to be patched fast!
