PS4 Pro DLC

I am unable to load DLC into Cities:Skylines. Whats the fix?

System: PS4 Pro
Software: Version 6.72
Space available: 120 GB
Disc Content: Game only Disc.
Digital Content: Season 1 Pass and additional content Downloaded from the Playstation store.
Software: Version 8.00

***After Dark and Match Day appear as DLC on in game menu.***

Attempted fixes:

1. Deleted game file and reloaded
2. Reloaded licenses
3. Started new game from scratch

Issue:

1. Playstation store says digital items installed.
2. Downloading never appeared, and does not appear in downloaded content.
3. Access to Playstation store gives error when selecting from game startup screen.

***Only effort not tried is purchasing the digital version of the game. That requires purchasing the game twice just to get the DLC which is also been paid for.***

Disc Content: Game only Disc.
Digital Content: Season 1 Pass and additional content Downloaded from the Playstation store.

This will happen if the PSN store you bought the DLCs from is a different Sony region than the base game disk you installed from.

If you are not sure how to determine that, check with PS4 support - if that is the problem they should be able to fix it.
