Prisoners that have just got off the bus have an experience of 100% class time and under the grading tab they start off with 10/10 reform. I believe that prior to the most recent update, prisoners that were fresh off the bus had an experience of 100% lockdown, which would make more sense due to being cuffed and either on the bus or locked up in a jail cell for example. And in terms of the reform grading, I believe it used to start at 0/10 since it only increases when prisoners attend or complete programs and work in your prison, which they would not have done yet since they just got off the prison bus.
