PS4 Services departure issue!!

The platform I’m using is PS4. The problem I am having could just be my incompetence in knowing how the game works, but I feel this may be a technical issue. No matter what the service is, (Trash, medical, police, crematorium, etc.) the vehicles won’t come out. Now I thought this may be due to; bad placement, or traffic, or some other reason. But when I go to look at the vehicle count, it flickers from 0 to 1, almost like it’s trying to send out vehicles but can’t. Some insight on what I’m doing wrong or if there’s a fix would be greatly appreciated. The only answers I could find is someone telling me to download a mod to fix it... but once again, I’m using ps4 as my platform.

This is exactly what happens when these services cannot find a route to their desired destination in a reasonable time.

Hard to diagnose what's wrong with the city design to cause this on a console, but some screenshots of the city and its traffic may help.
