I first noticed this issue some time ago. Some of the After Dark Tourism Specialization buildings won't spawn/appear after zoning a section. The first attached image shows the buildings that used to spawn; behind them are the only buildings that show up now. The second image shows what happens more clearly. After creating a new Tourism Specialization District and Zoning 3X4 plots, the same two 3X2 buildings show up. The 3x4 buildings, which can be seen in the first image, have stopped appearing. There are some other zoned buildings that aren't appearing like the Level 3 3X3 Vanilla High Density Commercial Building (3rd image, farthest right) and the Level 3 4X4 Vanilla High Density Commercial (4th image, middle), and some that I'm not sure are just not showing up due to an issue or just the game randomness, like the 4X4 Level 5 Vanilla High Density Residential building (5th image, third from the right).
