I just had a transport rover (on a transport route) stop at a concrete extractor to pick up concrete. I had a 2nd concrete extractor being constructed next to it, and the rover was parked above the blueprint that was becoming the building. The building finished being constructed before the rover moved and the rover was stuck in the building. I had to go back to my last savegame to continue playing.
