PS4 Update Turbine Issue!!!

Hello,

I started playing the game after installing the new patch (1.04 I think ) for PS4 and at some point in the game after 3 hours i get a message that wind turbines are no more available to build!!
A tech is needed "Redesign of Wind turbines" but this tech cannot be found anywhere in the menu!!

Please help if you know this bug!! It makes the game unplayable!!

Is this the same issue?

In the PC version they seem to be able to mod it.

What can we do in the PS4 version?
