PS4 - Upgrade does not work for Toll Roads

Can't replace existing road with a Toll road using upgrade option. If upgrade is selected it tries to add a new piece of road. This also applies to replacing two way toll road with one way.
Change of direction is also broken on Toll roads.

if it works the same as the Steam version then you will have to delete a section of road to add a tollbooth same as monorail stations

I can accept having to delete a piece of ordinary road to add a toll booth. However the upgrade option is available for selection in the menu so should either work for changing a one way to a two way or be greyed out. The same applies for change of direction.
