LOL, looks to me like they had planned on a second patch when they got back, but found the Homeless bug being a larger pain than expected and instead of making a second patch, which could not be completed because they found it to be more work than anticipated in August, so when Sept came around, out pops, "Oh the second patch was already released", so they backtracked and said the second patch already came out. That's what it looks like to me.

So doing a hotfix is now considered a major patch, Good to know.
I know it doesn't make for as good a conspiracy theory, but we did tease the content of Detailer's Patch #1 in the Economy 2.0 Dev Diary #2.

Last, but definitely not least, the art team has been cooking up some new free buildings for you all. We appreciate each and every one of you for sticking with us and giving us a chance to make Cities: Skylines II what it can and should be. Your patience and support mean the world to us and we hope the new service buildings and vehicles can serve as a token of our appreciation. Thank you for being a part of our community!

And the Upcoming Patch Content went into more detail by mentioning the Surface Tool.
The next patch, expected after summer, will introduce some free content and other frequent requests, such as new service buildings and vehicles, as well as the addition of a surface tool to allow more freedom to paint the areas around buildings.

That said, I can see how it may not have been clear that the timeline for Detailer's Patch #1 changed, and that's feedback we'll keep in mind for the future.
