I would really like to create a darkest hour -victoria type mod, to include a Victoria 1 type economy (pops etc etc). The mod would run from circa 1750 to 1900.

I believe (?) that Victoria 1 and DH use the same game engine?
I expect that MartinBG has removed all of the economy type settings and commands from DH in order to get DH to run better?

Would it be possible (and I know I'm pushing my luck) to have these put back, so I can have a proper Victoria 1 economy system in the mod?

OR, do you have a better suggestion for me?

No, they don't really share the same engine, they share a "similar" engine.
DH in based on HOI2, not Vicky1. Even if HOI2 and Vicky1 have a similar engine, they're separate and different. The HOI2 engine never had the features from Vicky1, there was no need to remove them in DH because they were already removed in HOI2.

EDIT: so the answer is that unfortunately it is not possible, it would probably require rewriting all the differences from scratch (unless you're able to make a kind of deal with Paradox I guess, but I wouldn't even know what to ask them). The difference between Vicky1 and HOI2 is not small IMHO, Vicky1 had many peculiar characteristics, it would be like creating a new game.
