do you think that the great standart army military doctrine government reform is good in pvp wars? it kinda caught my eye when browsing reforms, and in first glance it seems really powerfull

what doctrines do you tend to pick instead?

Manpower recovery speed +20%
Winning battles gives us Manpower 10% - manpower of the enemy's that fell in battle
 
It's really powerful because AFAIK the game doesn't even distinguish between full on battles you fought vs battles where you literally just had a 1k regiment vibing around. You could farm a loot of manpower by just farming someone else's battles I think (same as you can do with army tradition and others)

Thats also what i thought! but havent tested that yet.
