Does any_owned_planet iterate through every single planet in the country (including stars, asteroids, gas giants, and uninhabited planets)?
If so, is there a way to iterate through every owned colony instead?
I'm asking this since a medium galaxy on default settings will have around ~220 or so habitable planets before ringworlds and habitats come into play, whereas it will have thousands of total planets.
 
any_owned_planet does colonies. For all planets in your space, you would do any_planet_within_border
