Question about getting an error message after modding the INC file

Okay I was adding some things the Japan INC file and keep getting this error:

Line 191 error Japan INC...

So I go and look and can't see anything that is wrong per say. Has anyone else had a similar issue when modding the INC files? I am learning this as I go so anything would be helpful, like tips or ideas.

Missing closing bracket or one too much ?
Use the validator to check the file for errors:
