Is there a patch or file to enable the Old Guard Retirement event in CORE.30? If so, where can I find it, and in what folder does it need to go? Thanks in advance.

There is no such event in CORE. There are such events floating around, but they are not supported by CORE, nor planned for integration into CORE, so if you wish to add such to your installation, it is your choice to do so. At the moment, I think the leader files have not undergone any radical change, so these events (written for vanilla) will probably work, but (as I say) it is not something CORE supports. Caveat Emptor!
