Adjacency arrow would not be visible otherwise (the arrows indicating what provinces you can and can't travel to/from)
 
... and these adjacency arrows are probably still leftover from the previous versions which had more provinces in the Sahara.
They were removed for their historical inaccuracy to be redone later, iirc.
 
Basically only the left 3 are in use currently, yeah. And I would have gotten away with it too, if it weren't for you meddling kids!
