Question regarding newest version

Ok, so i had a question about a "feature" from the previous patch, which dissapeard into the newest version.

When i tried colonizing a province for the first time with the previous patch, i discovered along with the usual colonization and unsurp title options you always get when you right click a title shield, i also got another option, which allowed me to unsurp/create any title in the game, from baronies to empires.

In the newest version, i can no longer do this.

My question is, was this an actual feature that was removed, or was it just a weird glitch in my previous version?

Most likely a glitch. am still playing the older version. cause It saves me from using console commands to give tittles back and forth.

But it shouldn't be supposed to that easy. to get titles you want.

yeah, i always thought it seemed strange. kinda miss it. it makes redistributing lands as victorious blackfyres much easier
