I have followed the installation steps over and over...I literally spent a day on it...and I can't get it to work...

For years, most of the problem came from a few problems: peoples did not follow the instructions...
Are you sure you made a fresh brand new install? You patched it? You put the patch? You deleted all you had to delete, but only those files? You used the no-limit?
