Questions about modifying EU

What exactly can you modify in EU? I was looking for an events folder but couldn't find one. So
Can you modify events?
If so, how? Can you make specific events for certain tags? Or are the events game wide?
Is there tech levels in EU? Can you change them mid-game?
If countries have a predetermined formula for tech, can you change them? Mid-game?
Can you modify the costs of building troops mid-game?
Is there a major difference between EU-EU2 AIs? Are they compatable? What can I fudge?
Basicly I would like to know what I can do, can't do and what I can get around.

I checked out the BYZ saga tread. For events, can't be too many and UGH! you have to use the monarch files, I think. damn.

Yes you use the monarchs file to edit events, but yoo can do this by downloading the Leadereditor.... a toll none can be without

All events are in the db folder.
