As most of you know, I'm making a scenario

I have some questions related to it.

First. What is the best way to edit files? Is there a better alternative to Notepad? Is it free?

What kind of things could I mod? I've seen scenarios with dates before 1419, how could I do that?

Is using the Grand Campaign basemap a good idea? Ie just change who own's which province, but not all the province details unless there is something I wish to change for a reason?

On the HRE. Less scenario making but I need to know. What happens if there are no electors? What if there is only one? What happens if a non-HRE nation (like France, which reduces HRE borders) takes over the whole HRE?

Could I use ACGEEP things in my scenario? Would I need permission? How do I obtain such?

There is no other working editor for EU2. You can use more extended text editors like NotePad++.

You need the unlimited time patch for this.

Yes, or you can use any other available mapmod.

Rules for HRE are not the same in EU2 1.09. Please update to this version (last one available). There will always be an Emperor if there is still a Christian European country.

Better ask to the author(s) for any existing mod. You can borrow everything you want from AGCEEP. Don't forget to reward authors in this case, at least in a readme.txt.

IIRC, monarch will be unique and monarch's name will be random. Better avoid such solution anyway.

About your question, I don't know. I would just like to note, that you can "turn off" the Holy Roman Emperor thing by setting REB (Rebels) as emperors of HRE in your scenario. They will be emperors forever and no election will be ever made. You can use this trick in a case of France or other country willing to become HRE emperor against your wishes :D

How do you edit the map?
You need tool Magellan for exporting/importing the map and Photoshop for editing the map.
I recommend you read this Magellan tutorial. It should help you a lot ;)

Somewhere in DB\leaders folder is file randomleaders.txt. Each line consists of leader's TAG and a name. In a file country.csv is one column defining which leader's TAG will this or that country use. So if you have in randomleaders.txt for example 10 names for tag MUS, every nation having in country.csv set the leader's TAG as MUS will be randomly choosing names for their generic leaders of armies from those 10 names.
If a nation doesn't have monarchs, a name from randomleaders.txt is selected for a monarch, like it would be an army leader. If the nation has set some leader's tag that isn't in randomleaders.txt, then such monarch and every generic army leader will have name of the nation (yes, your king will be then named "France" for example :D ).
Btw. monarch rules the country, until another monarch's startdate comes and he is replaced. The enddate in monarchs files are ignored in game.

I think I'm learning that the scenario editor included with EUII will not be able to build this thing for me, but I'm hoping that I can use it to get the basics done and just text edit the rest.

On the HRE, I think they might pick either based on history, or amount of land held within the HRE region. That seems to be the result of my (limited) play testing experience.

PS on a side note, yodamaster, my scenario includes the possibility for Toulouse to become the biggest most important city in the world :p
 
After reading about Magellan, I think my question was mis-understood.

I'm wondering if there is a program that does what the scenario editor does - IE allows me to change ownership and details of a province - that is not the scenario editor, and/or if there is a new version of the scenario editor, official or otherwise, that does not have bugs.

No hope, Scenario editor is not compatible with EU2 1.09.
