Right now i am doing a persian playtrough as a zoroastrian king. The only de-jure empires are the HRE & ERE.
What is needed to reform the persian empire? Since I guess its now a titular title.

And while im on it is there an index or list somewhere for all titular titles and their requirements?

You need:

Two Kingdom-level titles

your culture must be Persian

have 150 total holdings (buildings) OR 50 provinces

and you need to have reigned as king for 5 years.

Once all of those are met, you need the standard cash/piety in order to create the empire.

To answer your second question, play a game and click the icon on the very bottom right that's between the two characters button and the house button. It kinda looks like an arrow pointing at a seal. Then just type in the culture you want to build an empire with.

However, if you want to really get into the meat of what empires can be made,
follow these directions -> C:\Users\Your Name Here\Documents\Paradox Interactive\Crusader Kings II\mod\CK2Plus\landed_titles and open up CK2Plus_titles.txt and any title with "e_" before it is an empire title. Just ctrl+f the culture you want to build an empire with (EG Dalmatian.)
