Quick question: What's this number

I just noticed the number of the first time, but that is not it. That figure is also displayed in the Unit Modding screen and it does not match up to the dispalyed number precisely.

I got a severale full Syndicate Production queue where it is on one Unit only - a 13 on the Runner. It got 11 possible mods. And the it is still 13 on the version that already uses a mod (wich takes this down to 10).

My best guess is that it was supposed to be "Unit Information Symbol 13", with the actuall symbol 13 not yet in.
Maybe it si something like the "Sugest Build" diamond, but in more detail?
