Rabbinic Jews are able to use Imam Ali Mosque

Description​

The Imam Ali Mosque appears to now be enabled for characters following the Rabbinism faith. I assume this is because as of the newest patch, its county also contains a Rabbinic holy site (al-Hila) and the check for whether the mosque is enabled is just that its in a holy site for the current character.

This seems unintended since Jews are unable to use any other mosque in the game.

Steps to reproduce​

1. Create a custom character who rules over the county of Kufa, next to Baghdad, and who follows the Rabbinism faith
2. Click on the barony of An-Najaf
3. Observe that the Imam Ali Mosque is not disabled and is providing its bonuses to you
