Radiators produce 0 heat in some parts of my prison .I don't rly know how to explain this but i will attach a screenshot.

I don't know if u can understand but i hope so

Just to verify, but they're connected to a supply of hot water, correct? I can't tell if you did that or not from your screenshot alone.
