I would agree that being able to destroy stockpiles would be a good thing. It could also help against superstacks on an island.
 
But only island and few provinces, like Algiers for France or Bombay for UK, stock ressources. So how to destroy the oil stock of a continental country like germany or URSS ?

Im pretty sure that the majority of the oil in a country is stored where its used. During WW2 That would be at ports and airfields, or divisional supply depots / logistics centers.

The first two actually are already in game. So one way to simulate this would be for most of the oil beeing stored at the bases instead. This would make them more valuable both as strategic targets and as new buildings when expanding your empire.

Partial stockpiles would add a lot of extra calculation for the game to carry out. But by limiting it to a few places like the important bases Henryjai is talking about I think this would be a good and solid suggestion.

Other free bonus effects of this would be that produced oil can supply nearby bases even if they are cut of from home (Japanese or English bases in east india for example). And that Airplanes & Ships will never be out of oil due to lagging transports since its already stored at their bases to begin with. If only a certain ammount could be stored for each bases size we would also get an effective stockpile limit that would stop a-historical huge stockpiles by Germany and Japan in the process.

The only thing here that im a little against is to allow shore bombardment of a port by capital gun-ships. Most ports were heavilly fortified with many naval artillery guns pointed to the sea and it was a very very rare occation to have them attacked by ships for this reason. I think this is why its only allowed to strike a port with carriers in game already.

The army depots would can provide supply and oil in every witch has got a link with the province where there is the depot. And when a new province is occupied and it is corvered by a depot, a new depot is created.

But carriers would can too do interdiction and ground attack missions, if their CAGs can to the provinces.
