Railway unlocked from the Start

I'd like the option to build Train Stations and Railways unlocked from the beginning so I can design my raIL alongside my roads from the start,as I find it difficult to integrate my rail network into my city as an afterthought.

The game comes with an 'unlock all' mod that will let you do that.

But I don't want everything unlocked from the start,just the option for passenger and freight train stations.

Try 'Custom Milestones' by AndyDaMage. This creates an .xml file where you can pick and choose what gets activated when by copying and pasting lines from each milestone) You will need to add an extra area (tile) to purchase too (can be done with the same mod, just add another <Area /> in the xml file) so you can establish establish the necessary connection with the outside world railway -which is where the trains come from- ...and lots of extra starting money too...!
