random ai nations accumulating absurd amounts of money

Description​

upon checking the ledger and looking at treasury, i noticed that one country had an income of 4.5 per month, but an accumulated treasury of over 90,000. I also noticed several other minors had similarly low incomes with large treasuries, though not to the same extent. I cannot imagine this is intended, or that they just naturally were able to gather that much money, but also don't know how it happened as i wasn't paying attention to it.
