Occasionally I will get random events for provinces I don't control. For instance last night while playing prussia. It was still very early in game. I got an event for Arkansas. The last time I checked Prussia doesn't own a province of that name. I believe the event had 3 choices a) lots of money + cons b) compromise c) lots of money + cons...hope this helps.
